Recent changes to soft-timestamping


Soft timestamp is taken on the first '$' of  the first message at the beginning of a second:

$GPABC,.....	<- take timstamp here
$GPDEF,.....
$GPRMC,.....	<- decode time here
...		<- more messages & a longer gap

Less jitter and better precision is achieved.
